This cleaner was recommended and i thought if it worked for dried oil paint it should work for pastel.

If the oil is not dried on the carpet yet try using murphy s oil soap to remove the paint.
It may seem the only thing to do is throw away the clothing.
This will remove the chalk dust from carpet fibres but it will not remove the pastel colour.
The strategy of picking and cutting the oil pastel out of the carpet may seem barbaric and ill advised on first glance.
